释义	若发生刑事案件，侦查机关立案后，一般不允许撤销案件，应当由侦查机关依据法定程序进行侦查收集证据、抓捕犯罪嫌疑人等活动。根据法律规定，符合起诉条件的，应当提起公诉；但若存在法定情形的，侦查机关会作出撤销案件的决定。法律依据《刑事诉讼法》第一百六十三条，在侦查过程中，发现不应对犯罪嫌疑人追究刑事责任的，应当撤销案件；犯罪嫌疑人已被逮捕的，应当立即释放，发给释放证明，并且通知原批准逮捕的人民检察院。
