释义	法律分析：在参保地医保医院的的住院医疗费,应个人负担的部分,由个人拿钱与医院结算。应医保基金负担的部分,个人不用拿钱,由经办机构与医院结算。住院费用医保卡扣费是一次性扣除的,也就是说住院的时候所花费的钱,在出院的时候个人自费的自己交,医保报销的医保卡扣除。法律依据：《中华人民共和国社会会保险法》第二条国家建立基本养老保险、基本医疗保险、工伤保险、失业保险、生育保险等社会保险制度,保障公民在年老、疾病、工伤、失业、生育等情况下依法从国家和社会获得物质帮助的权利。
