释义	人民法院冻结被执行人银行卡的，会通知被执行人，或是由公安机关通知被执行人。法律依据：《最高人民法院关于人民法院民事执行中查封、扣押、冻结财产的规定》第一条人民法院查封、扣押、冻结被执行人的动产、不动产及其他财产权，应当作出裁定，并送达被执行人和申请执行人。采取查封、扣押、冻结措施需要有关单位或者个人协助的，人民法院应当制作协助执行通知书，连同裁定书副本一并送达协助执行人。查封、扣押、冻结裁定书和协助执行通知书送达时发生法律效力。
