释义	法律分析：拒收仅对收件方有效。如果是到付件，收方拒收（在快递方未破损快件或损坏快件的情况下）就说明寄件方并没有与收货方商量好，所产生的一切花费不可能由快递公司来承受，而且，快递公司也只能向发货方来收取花费。因为收快递的公司只有与发件者产生商定等关系，所以，只有发件方承受一切拒收产生的花费及其它相关花费。法律依据：《中华人民共和国快递市场管理办法》第二十四条经营快递业务的企业对无法投递的快件(邮件)，应当退回寄件人。
