释义	法律分析：一般地，正式场合悬挂和制作的国旗由省、自治区、直辖市的人民政府指定的企业制作。用于宣传，使用国旗图案、各种尺寸国旗，必须按照国旗尺寸、按照比例制作。不按照比例制作国旗，可视为对国旗的不尊重，是违反国旗法的行为。法律依据：《中华人民共和国国旗法》第十八条国旗及其图案不得用作商标和广告，不得用于私人丧事活动。第十九条在公共场合故意以焚烧、毁损、涂划、玷污、践踏等方式侮辱中华人民共和国国旗的，依法追究刑事责任；情节较轻的，由公安机关处以十五日以下拘留。
