释义	法律分析：二审被告不出庭，法院作公告送达，缺席审理，对于缺席判决，人民法院同样应当依照法定的方式和程序，向缺席的一方当事人宣告判决及送达判决书。被申请人在收到书面开庭通知后,没有正当理由不出庭的,或者未经仲裁庭同意中途退庭的,仲裁庭可以缺席裁决。如果被申请人在开庭后未到庭,而且没有正当理由的,即视为被申请人主动放弃了仲裁庭调查、质证、辩论、发表最后意见等一系列的权利。法律依据：《民事诉讼法》第一百四十四条被告经传票传唤，无正当理由拒不到庭的，或者未经法庭许可中途退庭的，可以缺席判决。
