释义	财政公款不能存定期。企业事业单位可以自主选择一家商业银行的营业场所开立一个办理日常转账结算和现金收付的基本账户，不得开立两个以上基本账户。任何单位和个人不得将单位的资金以个人名义开立账户存储。法律依据：《中华人民共和国人民币单位存款管理办法》第八条任何单位和个人都不得将公款以个人名义转为储蓄存款。《中华人民共和国储蓄管理条例》第三条任何单位和个人不得以个人名义将公款转为储蓄存款”。公款私存的法律解释为“单位或个人将公款以个人名义转为储蓄存款的行为。
