释义
不能。地役权是不动产用益物权之一，而用益物权是由不动产所有人设立的，承租人不是不动产所有人，所以不能设立地役权。地役权是指按照合同约定，利用他人的不动产，以提高自己的不动产的效益的权利。他人的不动产为供役地，自己的不动产为需役地。
