释义	法律分析：法律效力即法律约束力，是指人们应当按照法律规定的那样行为，必须服从。法律效益是通过立法、执法、诉讼、守法过程中对法律权利资源的最优配置，除去各种成本耗费后，进而实现法律资源使用价值在质上的极优化程度和量上的极大化程度及其所得到的综合效果。法律依据《民事诉讼法》第三条人民法院受理公民之间、法人之间、其他组织之间以及他们相互之间因财产关系和人身关系提起的民事诉讼，适用本法的规定。《民事诉讼法》第四条凡在中华人民共和国领域内进行民事诉讼，必须遵守本法。
