释义	法律分析：1、造成交通事故后逃逸的，不构成犯罪的，一次记12分。参加科目一学习并接受考试合格，就可以清除记分。2、造成交通事故后逃逸的，构成犯罪的，吊销驾照，终生不得重新取得机动车驾驶证。法律依据：《机动车驾驶证申领和使用规定》第五十八条机动车驾驶人户籍迁出原车辆管理所管辖区的，应当向迁入地车辆管理所申请换证。机动车驾驶人在核发地车辆管理所管辖区以外居住的，可以向居住地车辆管理所申请换证。申请时应当填写申请表，提交机动车驾驶人的身份证明和机动车驾驶证，并申报身体条件情况。
