释义	烟草证不可以转让。公民、法人或者其他组织从事烟草专卖品的生产、批发、零售、进出口等业务的，应当依法向烟草专卖局申请领取烟草专卖许可证。买卖、出租、出借或者以其他形式非法转让烟草专卖许可证的，发证机关可以责令持证人暂停烟草专卖业务、进行整顿，直至依法取消其从事烟草专卖业务的资格。【本文关联的相关法律依据】《中华人民共和国烟草专卖许可证管理办法》第四十一条任何企业或者个人不得涂改、伪造、变造烟草专卖许可证。不得买卖、出租、出借或者以其他形式非法转让烟草专卖许可证。
