退票报销凭证兑换要乘客本人凭本人身份证到火车站售票窗口进行领取。乘客在乘坐火车的时候，需要提前购买火车票。乘客在成功购买火车票之后，需要按照火车票票面时间提前到火车站进行乘坐火车。如果乘客因为个人原因不能按期乘坐火车，就可以进行退票。
法律依据：《铁路旅客运输规程》第三十四条
旅客不能按票面指定的日期车次乘车时，在列车有能力的前提下可以办理一次提前或改晚乘车签证手续。办理改晚乘车签证手续最晚不超过开车后2小时，团体旅客必须在开车48小时以前办理。
车票退票费如何取得发票
1、退票需要符合以下的要求和注意事项：首先是乘车人本人办理的，请提供车票和购票时所使用的本人有效身份证件原件=无法出示本人有效身份证件原件的，请到车站铁路公安制证口办理乘坐旅客列车临时身份证明后，办理退票；
2、如果是代乘车人办理的，需要先提供车票和购票时所使用的乘车人有效身份证件原件=没有购票时所使用的乘车人有效身份证件原件的，请提供车票及代办人本人的有效身份证件原件和购票时所使用的乘车人有效身份证件复印件；
3、在网站购票后，在车站售票窗口退票时，请提供购票时所使用的乘车人有效身份证件原件=居民身份证无法自动识读或者使用居民身份证以外的其他有效身份证件购票的，请提供订单号码。
