法律分析：一、非吸案最佳退赔时间是最好在拘留三十天之前退赔。
1.犯罪嫌疑人要根据自己的职级来判断是主犯还是从犯，如果是从犯，犯罪金额也不到2000万客户报案的人数也不多，在刑事拘留30天之前退赔会好一些。退赔以后，专业律师可以帮忙申请取保候审，先从看守所出来再说。
2.不要完全相信经侦让退多少就手机多少的金额，因为很多非法吸收公众存款罪案件，即使犯罪嫌疑人全部退赔，到了检察官批捕的时候，还是依然批捕了。
3.如果是批准逮捕以后，犯罪嫌疑人如果可以做羁押必要性审查，那就选择退赔非法所得，如果以后案件要到法院，那可以选择在法院退赔。
法律依据：《最高人民检察院、公安部关于印发的通知》 第二十四条 非法吸收公众存款或者变相吸收公众存款，扰乱金融秩序，涉嫌下列情形之一的，应予追诉1、个人非法吸收或者变相吸收公众存款，数额在二十万元以上的，单位非法吸收或者变相吸收公众存款，数额在一百万元以上的2、个人非法吸收或者变相吸收公众存款三十户以上的，单位非法吸收或者变相吸收公众存款一百五十户以上的；3、个人非法吸收或者变相吸收公众存款，给存款人造成直接经济损失数额在十万元以上的，单位非法吸收或者变相吸收公众存款，给存款人造成直接经济损失数额五十万元以上的。
