法律分析：三年没交团费，被认为是自行退团。五年没有缴交团费也没有参加团的活动，应当被认定为自行脱团。题主的团籍资料如果在学校或工作单位的团委里面，就需要向委员会提出退团申请；如果在自己手上，没有办理过组织关系转接，则无需提交退团申请。
法律依据：《中国共产主义青年团章程》 第十一条 团员有退团的自由。团员要求退团应向支部委员会递交书面报告，由支部大会决定除名，并报上级委员会备案。
