释义	弃权票视为不同意也不反对，但是为有效票，法律明文规定，投票表决分同意、反对和弃权三种，因此既不能将弃权票加在反对票身上，更不能将弃权票强加到同意票的头上。法律依据：《中华人民共和国全国人民代表大会议事规则》第五十九条大会全体会议表决议案，由全体代表的过半数通过。宪法的修改，由全体代表的三分之二以上的多数通过。表决结果由会议主持人当场宣布。会议表决时，代表可以表示赞成，可以表示反对，也可以表示弃权。
