释义	法律分析：未经民政机关同意，私自建设坟墓是违法行为，可以向当地民政机关举报。法律依据：《殡葬管理条例》　第九条任何单位和个人未经批准，不得擅自兴建殡葬设施。农村的公益性墓地不得对村民以外的其他人员提供墓穴用地。禁止建立或者恢复宗族墓地。第十条禁止在下列地区建造坟墓：（一）耕地、林地；（二）城市公园、风景名胜区和文物保护区；（三）水库及河流堤坝附近和水源保护区；（四）铁路、公路主干线两侧。
