释义	债务人跑路完全找不到人的，债权人要追债可以直接向人民法院提起诉讼，对于下落不明的受送达人，人民法院可以作出公告送达，如果被告没有正当理由拒不出庭，可以作出缺席判决。【本文关联的相关法律依据】《民事诉讼法》第九十二条受送达人下落不明，或者用本节规定的其他方式无法送达的，公告送达。自发出公告之日起，经过六十日，即视为送达。公告送达，应当在案卷中记明原因和经过。第一百四十四条被告经传票传唤，无正当理由拒不到庭的，或者未经法庭许可中途退庭的，可以缺席判决。
