母公司可以用子公司的资质进行投标么

不可以，
母公司与子公司虽然在事实上是控股关系，但是在法律上确实两个独立的民事主体，不能借用一方资质或业绩证明进行投标，即使投标了，也是可以不予认可的。可以由母公司委托子公司某个人进行投标操作，但是名义上必须是母公司，签合同等所有事项均是以母公司名义才可。
法律依据：
《中华人民共和国公司法》 第十四条 公司可以设立分公司。设立分公司，应当向公司登记机关申请登记，领取营业执照。分公司不具有法人资格，其民事责任由公司承担。
公司可以设立子公司，子公司具有法人资格，依法独立承担民事责任。
