释义	可以不需要。已持有效往来港澳通行证，在原往来港澳通行证或者原签注申请受理部门申请签注的，可以委托他人代为申请。委托他人代为申请的，委托人须出具委托书，被委托人须交验本人居民身份证原件，并提交复印件。申请人在港澳地区的，不得委托他人代为申请。法律依据：《中华人民共和国出入境管理法》第十条中国公民往来内地与香港特别行政区、澳门特别行政区，中国公民往来大陆与台湾地区，应当依法申请办理通行证件，并遵守本法有关规定。具体管理办法由国务院规定。
