释义	根据具体情况，公民、法人和其他组织对国家知识产权局的具体行政行为不服才能提出复议，对具体行政行为以外的其他行为(包括事实行为、抽象行政行为、行政告知行为、内部行政行为)不服则不能提出复议，如对补正通知书、审查意见通知书等不服不能申请复议。法律依据：《中华人民共和国行政复议法》第八条不服行政机关作出的行政处分或者其他人事处理决定的，依照有关法律、行政法规的规定提出申诉。不服行政机关对民事纠纷作出的调解或者其他处理，依法申请仲裁或者向人民法院提起诉讼。
