释义	协议是有效的，房屋的房产证是房屋所有权的证明，是一种物权。但是合同本身是一种债权，只要双方满足合同成立生效的条件，合同就会生效，但是不会发生物权转移的效力，要想获得房屋所有权，必须到有关管理部门进行房屋所有权转移登记。法律依据：《中华人民共和国民法典》第二百一十五条当事人之间订立有关设立、变更、转让和消灭不动产物权的合同，除法律另有规定或者当事人另有约定外，自合同成立时生效；未办理物权登记的，不影响合同效力。
