释义	根据我国《个人所得税法》第八条规定，个人所得税，以所得人为纳税义务人，以支付所得的单位或者个人为扣缴义务人。同时根据《个人所得税代扣代缴暂行办法》第二条的规定，凡支付个人应纳税所得的企业(公司)、事业单位、机关、社团组织、军队、驻华机构、个体户等单位或者个人，为个人所得税的扣缴义务人。因此，如果总、分公司统一进行财务核算，统一发放工资，其个人所得税应由总公司在支付环节统一扣缴。如果分公司财务独立核算，则分公司员工个人所得税由分公司代扣代缴，在分公司所在地税务机关缴纳。
