释义	法律分析：只有使用权的房子是不可以继承的，只能办理使用权转让。具体而言，只有使用权的房子没有所有权，因此在办理继承的时候就缺少了权属，法律的规定是承租人去世后，与原承租人共同生活一年以上的近亲属，可以要求变更承租人，继续履行原公房租赁合同，变更承租人一般要求共居人的户口在该公房内。因此是不可以办理继承的，只能通过合同重新订立。法律依据：《中华人民共和国民法典》第一千一百二十二条遗产是自然人死亡时遗留的个人合法财产。依照法律规定或者根据其性质不得继承的遗产，不得继承。
