释义	法律分析: 领导可以退二线，原本在领导的岗位上，由于年龄原因，（一般年龄是在51--53岁），上级组织安排年轻人员接替其职务。退居二线后，大部分正常上班，只不过不再履行领导职务，大多冠以调研员的称谓，有的可以不上班，同样享受原来的职级待遇。法律依据: 《中华人民共和国公务员法》第一条为完善公务员职务与级别相结合的制度，健全公务员激励和保障机制，根据《中华人民共和国公务员法》，制定本规定。第二条国家根据公务员职位类别设置公务员职务序列。公务员职务对应相应的级别。
