释义	在河流中上游地区恢复植被，起到保持水土、调峰的作用，削减洪峰。在河流中下游疏浚河道，修筑堤坝、水库等水利设施，在城市低洼处完善排涝设施。法律依据: 《中华人民共和国内河交通安全管理条例》第三十九条渡口载客船舶应当有符合国家规定的识别标志，并在明显位置标明载客定额、安全注意事项。渡口船舶应当按照渡口所在地的县级人民政府核定的路线渡运，并不得超载；渡运时，应当注意避让过往船舶，不得抢航或者强行横越。遇有洪水或者大风、大雾、大雪等恶劣天气，渡口应当停止渡运。
