不过户的房子可以公证。我国规定不动产权是登记注册制，没有产权证，就没有所有权。房屋交易虽然办理了公证，但还应该以过户登记为准，如果不进行产权登记的，可能造成自己利益受侵害。
法律依据:
《公证程序规则》 第六条 公证当事人是指与公证事项有法律上的利害关系并以自己的名义向公证处提出公证申请，在公证活动中享有权利和承担义务的公民或法人。
