释义	法律分析: 公安机关给你“立案通知书”才算。一般的不构成案件，或轻微民事纠纷或打架，不立案。如果你不服，可以自己提起刑事自诉。法律依据: 《中华人民共和国民事诉讼法》第一百二十三条人民法院应当保障当事人依照法律规定享有的起诉权利。对符合本法第一百一十九条的起诉，必须受理。符合起诉条件的，应当在七日内立案，并通知当事人；不符合起诉条件的，应当在七日内作出裁定书，不予受理。
