释义	法律分析: 打架可以异地报警，但公安机关发现不属于自己管辖的，会移送主管机关并通知报案人。且公安机关不可以异地出警。应由打架事件发生地的派出所受理，户口所在地的公安机关无权受理。若对派出所的调解不服，可以直接到事件发生地的法院起诉。《公安机关办理刑事案件程序规定》第十五条刑事案件由犯罪地的公安机关管辖。如果由犯罪嫌疑人居住地的公安机关管辖更为适宜的，可以由犯罪嫌疑人居住地的公安机关管辖。法律、司法解释或者其他规范性文件对有关犯罪案件的管辖作出特别规定的，从其规定。
