释义	法律分析：所持机动车驾驶证记载的姓名发生变化的，应当在发生变化后三十日内申请换证。其中，申请人在本记分周期内记分未达到12分；申请人没有未处理完毕的道路交通安全违法行为；机动车驾驶证没有被依法扣留、暂扣、吊销、注销或撤销。最后需要到车管所办理，提供属于机动车驾驶人信息发生变化中姓必须名、出生年月及身份证号同时变更的，还应提交驾驶人所属派出所提供的变更情况户籍证明（此项变更不可委托代理）。法律依据《机动车驾驶证申领和使用规定》第八条驾驶机动车，应当依法取得机动车驾驶证。
