释义	法律分析：囤积居奇，哄抬物价，是典型的发国难财。是指一些心术不正的自然人和/或法人利用国难（战争、自然灾害等）捞取本不该属于自己的好处。制约发国难财的办法是将各类拔款、捐赠置于阳光下接受监管。法律依据：《价格违法行为行政处罚规定》第十二条经营者违反法律、法规的规定牟取暴利的，责令改正，没收违法所得，可以并处违法所得5倍以下的罚款;情节严重的，责令停业整顿，或者由工商行政管理机关吊销营业执照。
