释义	法律分析：缴费单位如果遇到不可抗力而不能按时办理社会保险申报和缴费的，可以延期办理。因为在遭遇不可抗力的情况下，用人单位本身并没有过错，而且其本身也是不可抗力的受害者，故法律规定在这种情况下可以缓缴，减免社会保险费。但是在不可抗力情形消除后，用人单位应当及时向社会保险经办机构报告，社会保险经办机构应在查明事实的情况下给予核准。法律依据：《中华人民共和国社会保险法》第六十条用人单位应当自行申报、按时足额缴纳社会保险费，非因不可抗力等法定事由不得缓缴，减免。
