释义	法律分析：杭州公租房不可以买。公租房的租期为5年。承租人去买改善住房后，可以退还公租房，或者业主可以按成本价，加上5年租金后的银行利息购买自己的房子。一次性付款后，将不再支付房费。分期付款时，未付面积按规定支付，公租房不能上市交易。购房人需要转让的，由公共租赁住房所在单位组织回购。法律依据：《杭州市公共租赁住房建设租赁管理暂行办法》第十六条公共租赁房办理了产权登机之后，要再住保房管进行备案。严禁改变住房性质，出售或违规使用。
