工程监理单位与建设单位或者建筑施工企业串通，弄虚作假、降低工程质量的，责令改正，处以罚款，降低资质等级或者吊销资质证书;有违法所得的，予以没收;造成损失的，承担连带赔偿责任;构成犯罪的，依法追究刑事责任。
【法律依据】：
《中华人民共和国刑法》 第一百三十七条 建设单位、设计单位、施工单位、工程监理单位违反国家规定，降低工程质量标准，造成重大安全事故的，对直接责任人员，处五年以下有期徒刑或者拘役，并处罚金；后果特别严重的，处五年以上十年以下有期徒刑，并处罚金。
