释义	法律主观：根据国务院的修改_中华人民共和国发票管理办法_的决定》（中华人民共和国国务院令第587号）规定：“《中华人民共和国发票管理办法》第十六条需要临时使用发票的单位和个人，可以凭购销商品、提供或接受服务、从事其他经营活动的书面证明和经办人身份证明，直接向经营地税务机关申请开具发票。依照税收法律、行政法规应当缴纳税款的，税务机关应当在开具发票前征收税款。税务机关可以根据发票管理的需要，委托其他单位按照国务院税务主管部门的规定开具发票。禁止非法开具发票。
