我国规章受让土地使用权多长时间未开发可收回
释义
闲置2年以上，法律规章政府是可以无偿收回土地使用权(当然实践中这种情况不多)
1、土地属于国有资源，集体或个人不能进行土地转让，置换。
2、当取得合法的土地使用权后，集体，法人或个人应当按照该土地使用性质开发利用，因资金或其它因素没有进行开发，闲置超过时效时当地国土资源局督促协商收回。
3、实践中不可以直接转让，可以同第三方以合股或租赁的形式招商但土地使用性质不能变。
