释义	法律分析：由于残联没有认定残疾人监护人的职能和资质，经过向中残联请示后决定，新证上统一不填写监护人姓名，除非在办理过程中可以向残联组织出具有效证明，如判决书、公证书或居委会证明，否则只填写联系人的联系方式。不过不管《残疾人证》上是否填写监护人一栏，都不会影响残疾人及时充分地享受到各项优待政策。如有需要申请，可由家人代理。法律依据：《中华人民共和国民事诉讼法》第一百七十条申请认定公民无民事行为能力或者限制民事行为能力，由其近亲属或者其他利害关系人向该公民住所地基层人民法院提出。
