释义	立诉前调解案件是在诉讼前先进行调解。人民法院审理民事案件，根据当事人自愿的原则，在事实清楚的基础上，分清是非，进行调解。只有向法院递交了“起诉书”和相关证据资料，法院立案庭收到这些资料，进行了审查，认为符合立案条件，并出具加盖法院公章的“受理(或立案)通知书”后案件才算立案了。所以，诉前调解不算立案。法律依据：《中华人民共和国民事诉讼法（2017修订）》第九十三条 调解的原则人民法院审理民事案件，根据当事人自愿的原则，在事实清楚的基础上，分清是非，进行调解。
