员工没有提前辞职,不发工资是否合法

法律分析：
不合法，劳动者没有提前30天辞职的，用人单位是应当发放其工资的，如果用人单位不发放其工资的，劳动者可以向当地的劳动监察部门进行投诉举报，要求用人单位我支付其被拖欠的工资。
法律依据：
《工资支付暂行规定》 第九条 劳动关系双方依法解除或终止劳动合同时，用人单位应在解除或终止劳动合同时一次付清劳动者工资。
