释义	所谓猥亵，是指以刺激或满足性欲为目的，用性交以外的方法实施的淫秽行为。猥亵既可以发生在男女之间，也可以发生在同性之间，无论猥亵对象是妇女、儿童还是男性，都构成猥亵罪。猥亵他人，是指对他人的抠摸、舌舔、吸吮、亲吻、搂抱、手淫等行为，不包括性交行为。但是对男性的猥亵是可以包括奸淫行为的。法律依据《中华人民共和国刑法》第二百三十七条
