释义	发生特大交通事故、严重交通阻塞、特大交通灾害事件，或因处置不当引发群体性交通事件，将依照相关法律法规一律实行倒查制度，由纪检监察和安全生产监督部门对平时安全管理的各个环节进行追查追究。交通运输部安全监督管理部门会同部纪检监察、组织人事部门组织实施本办法。部属单位依照职责和干部管理权限，负责本系统或者本单位安全生产事故责任追究工作。部属单位应当按职责分工开展安全生产管理和安全监管工作，做到职责明晰、责任落实。
