释义	法律分析：对债权转让债权人转让债权从法律关系的角度讲，新的债权人即受让人将取代原债权人即转让人的地位而成为诉讼当事人，原法律关系消灭，而产生了一个新的法律关系。所谓债权转让特殊地域管辖是指根据诉讼标的或标的物所在地确定管辖，也就是合同履行地人民法院管辖。法律依据：《中华人民共和国民事诉讼法》第二十二条关于原告就被告的一般原则，由被告住所地人民法院管辖。第二十四条关于合同纠纷的管辖特殊原则，由合同履行地人民法院管辖。因此，合同履行地也是法官审查确定管辖案件的一个重要环节。
