释义	法律分析：债务转让，是指合同债务人通过协商，将合同债务全部或者部分转让给第三人承担的行为。债务转让，会对债权人权益的实现带来影响，因此债务的转让应当经过债权人的同意。债务转让必须是有效的债务。债务有效存在是债务承担的前提。债务自始无效或者承担时已经消灭的，即使当事人就此订有债务转移合同，也不发生效力。法律依据：《民法典》第五百五十一条，债务人将债务的全部或者部分转移给第三人的，应当经债权人同意。债务人或者第三人可以催告债权人在合理期限内予以同意，债权人未作表示的，视为不同意。
