此时可以向公安机关进行举报。此种类型的犯罪行为，一般需要到侦查部门进行立案，在侦查确定已经实施了违法行为，并且掌握了确切的证据之后，就可以将案件进行移交处理，此时人民检察院，或者是法院，需要按照既定的规定，进行案件的审理。拒执罪全称拒不执行判决、裁定罪，是指对人民法院已生效的有给付内容的判决、裁定负有履行义务的当事人，在有履行能力并且能够履行的情况下，拒不履行，情节严重的行为。发生法律效力的判决、裁定，是人民法院代表国家作出的法律文书，具有严肃性和权威性，不经法定程序不得随意更改，有关单位和个人必须遵照执行。对于无视法律的权威，妨害人民法院的正常活动的拒不执行判决、裁定的行为，必须绳之以法，才能体现出法律的尊严。因此，科学、及时、有效的惩处这种犯罪，是司法系统特别是人民法院的重要任务，也是解决好“执行难”的重要途径。法律依据：《中华人民共和国刑法》第三百一十三条拒不执行判决、裁定罪是指对人民法院的判决、裁定有能力执行而拒不执行，情节严重的行为。处罚为有期徒刑、拘役或者罚金。
