释义	法律分析：如果当事人的房子或地基等坍塌是由暴雨等自然灾害导致的，因房子或地基等坍塌给邻居房子造成损失的，可不承担赔偿责任。但若是当事人对房屋或地基等疏于安全维护，是当事人全部或主要过错造成邻居房屋受损的，则应承担赔偿责任。法律依据：《中华人民共和国土地管理法》第七十三条依照本法规定应当给予行政处罚，而有关自然资源主管部门不给予行政处罚的，上级人民政府自然资源主管部门有权责令有关自然资源主管部门作出行政处罚决定或者直接给予行政处罚，并给予有关自然资源主管部门的负责人处分。
