释义	法律分析: 公司企业，不具有罚款权利。向劳动仲裁委员会申请劳动冲裁追究用人单位民事责任用人单位克扣或者无故拖欠劳动者工资的，劳动者可以随时通知用人单位解除劳动合同并要求用人单位赔偿。用人单位除在规定的时间内全额支付劳动者工资报酬外，还需加发相当于工资报酬百分之二十五的经济补偿金。对仲裁结果不服还可以依法向法院起诉。法律依据: 《中华人民共和国行政处罚法》第十七条行政处罚由具有行政处罚权的行政机关在法定职权范围内实施。
