释义	人民法院查封、扣押、冻结被执行人的动产、不动产及其他财产权，应当作出裁定，并送达被执行人和申请执行人。采取查封、扣押、冻结措施需要有关单位或者个人协助的，人民法院应当制作协助执行通知书，连同裁定书副本一并送达协助执行人。查封、扣押、冻结裁定书和协助执行通知书送达时发生法律效力。法律依据：《中华人民共和国民事诉讼法》第二百四十五条人民法院查封、扣押财产时，被执行人是公民的，应当通知被执行人或者他的成年家属到场;被执行人是法人或者其他组织的，应当通知其法定代表人或者主要负责人到场。
