《教育部 国家发展改革委 财政部关于进一步规范高校教育收费管理若干问题的通知》 第一条 学费 学费应按学年或学期收取,不得跨学年收取。学生缴纳学费后,如因故退学或提前结束学业,高校应根据学生实际学习时间,按月计退剩余的学费。
