释义	法律分析：中华人民共和国公民在我国领域外周边地区聚众赌博、开设赌场，以吸引中华人民共和国公民为主要客源，构成赌博罪的，可以依照刑法规定追究刑事责任。构成赌博罪，处三年以下有期徒刑，拘役管制或处罚金。法律依据：《中华人民共和国治安管理处罚法》第七十条以营利为目的，为赌博提供条件的，或者参与赌博赌资较大的，处5日以下拘留或者500元以下罚款；情节严重的，处10日以上15日以下拘留，并处500元以上3000元以下罚款。
