释义	法律分析: 借款人下落不明的，债权人可以通过诉讼的方式追债，债权人提起诉讼后，下落不明的受送达人，人民法院可以进行公告送达，而在庭审的时候，被告没有正当利益拒不出庭的，法院可以作出缺席判决。《中华人民共和国民事诉讼法》第九十五条受送达人下落不明，或者用本节规定的其他方式无法送达的，公告送达。自发出公告之日起，经过三十日，即视为送达。公告送达，应当在案卷中记明原因和经过。
