法律主观：
医疗保险卡(简称医保卡)是医疗保险个人帐户专用卡，以个人身份证为识别码，储存记载着个人身份证号码，姓名，性别以及帐户金的拨付，消费情况等详细资料信息。医保卡由当地指定代理银行承办，是银行多功能借计卡的一种。参保单位缴费后，医疗保险事业处(以下简称医保处)在月底将个人帐户金部分委托银行拨付到参保职工个人医保卡上。医保卡就是医疗蓝本的最新形态。很多城区把医疗蓝本变成一卡通式的医疗卡了，功能和医疗蓝本一样。北京的医保蓝本是参加医疗保险的凭证，上面记录着参保人的信息、参保单位的社保登记证编码和个人手册编号，一般到医院就医或到药店购药不用随身携带这个蓝本。但是，当参保人需要办理住院手续时，就必须向住院处出示个人医疗手册(蓝本)，由于有了这个蓝本，住院医疗费用就会有将近八成的医疗费用由这个手册来进行结算，而不用由自己先垫付全部的住院押金，医院会根据你有无蓝本来决定你先交全部医疗费的20%或100%的押金。在参保人住院期间，所有应当由医保统筹基金支付的费用，就可以用医保手册在医院就地结算了，你只需要交纳住院期间你个人应当承担的费用部分就可以了。医疗的蓝本不是其他省市使用的医疗卡，蓝本中没有金额，所以门诊或购药是不能使用的。
